  In the context of programming, and on this site, 'Shoes' is the name of the program kit that allows Hackety Hack to run.

  Shoes (also called 'Shooooooooes!') is a bunch of clever code that puts all the windows and text on the screen.

  So if you download Hackety Hack and install it, and run it, what you see will be Shoes taking the code that says 'Put a window of this size here, and make a button appear there' and making it actually appear on your screen.
